You can request an Installment agreement if you owe less than $25k, you have filed your returns, and you can pay off the Installment Agreement in 60 months or less. In certain situations, according to the State of California Franchise Tax Board, a lien could be filed on your property. Most likely, the lien is placed in order to ensure that the Installment Agreement is paid off. If you owe more than $10k and your installment agreement is longer than 36 months, you will need to prove financial hardship. Offer In Compromise

In rare cases, an Offer In Compromise is a possibility with California's Franchise Tax Board. You can potentially qualify if you, according to CFTB, do "not have the income, assets, or means, to pay your tax liability now or in the foreseeable future." What the Offer in Compromise programs allow you to do is basically pay an amount now that is less than you owe. In order to qualify, the CA FTB will be looking at a taxpayers assets, current and future income and expenses, his or her ability to pay, and whether an offer is the most beneficial for the California given the circumstances. CA Tax Filing Extensions

There is no need to file an extension in California, as taxpayers automatically get filing extensions till October 15th. All you need to do is file by October 15th. Realize that this is not an extension to pay, but an extension to file. Figure out what you owe and pay it by 4/15 in order to avoid incurring additional penalties and interest.
